Is it appropriate to say that I like someone's hijab?

I met a girl in the elevator and she had a really pretty hijab so I told her so, but is that inappropriate? I've done things like this before, I once told someone that I liked his tikka (tilika/tilak) but I don't know enough about Middle Eastern culture to say if my actions were offensive or not

    If you're a female it's fine, but choose your words carefully.   Keep it factual.   "I love the print fabric of your hijab".   I would avoid words like "pretty" or "handsome" or "cute" or "attractive". 

    If you're a stranger male, you really shouldn't comment on her appearance.

    If you're female that's probably okay. If you're male, absolute no no.
