Just multiply by Avogadro's number.  That gives you the number of NO2 molecules.  Number of N atoms = number of NO2 molecules

    0.25 mole  X  (6.022x10^23 molecules/mole)  X  (1 atom N / molecule NO2)

      =  1.5 x 10^23 atoms N
