1099 Misc Tax Question?

If a check was mailed to a recipient / independent contractor, but it didn't clear [never cashed] do I still Issue the amount on form 1099-MISC ?

    If the payee had the right to cash it then it is income.

    If it was a good check that the person hasn't tried to cash, yes.

    If the check bounced or would have bounced, no.

    The IRS considers delivery of a good check to be a payment, regardless of when the recipient gets around to cashing it.

    A little late to ask that now since the forms were supposed to be issued over a month ago, but yes you still issue it if the payment was over $600.

    If they did not get the money in 2019, then it isn't reported for 2019.
