"How can people see Black if there's no light rays coming from it?"

Because there's no light rays coming from it. (this is the answer)

Full light we see.  Full dark (no light) we cannot see.  Where you have partial light, the  black is viewed as the lack of light.

We see black as the absence of light.

first, few things are absolutely black, there is some light.

second, something absolutely black, you don't see anything, just a lack of something, like the hole in a donut.
