NYC animal shelters are experiencing a surge in applications. Why are shelters open and what percentage of animals will be returned later?

    Shelters are open because

    1) If they don't take animals from humans who can't take care of the animals during the virus outbreak, then the animals will die.

    2) If they don't allow adoptions, then they will run out of room in the shelter and will have to kill some of the animals.
