No. "Marshal Law" is when the local governments give up their sovereignty to the Military. When a government loses control civilly.

Current situation is when Government (States/local) have become Tyrants, (Dictators) Demanding the civilians give up rights or simply TAKE the citizens rights away under Fiat...

No.  Martial Law is called different things in different countries (e.g., the Emergency Measures Act in Canada), and it is a legal thing with certain measures, and government workings.  We are not seeing that (yet) in any country that I know of, although Italy may have done it.

There is no one world army, and never likely to be one.
