Research seems to be geared toward those who are directly affected by Covid or Infected. What about Lay-Offs from shut downs, not health related? Can one still receive Unemployment?

If your place of business closed because of the virus you ARE COVID 19 affected (not infected). You don't have to actually be ill to get EDD payments. Most people who got laid off because of this aren't sick themselves. The payoffs are to AVOID you getting sick.

Unemployment insurance payments are for "out of work through no fault of your own" and eligibility is then about number of work periods. States are generally waiving the seeking employment status. Answer is yes. You apply.
