The stimulus checks are either going to be directly deposited into bank accounts or paper checks. They won't be going into social security/ssi cards.
They also won't be going to payees. Payees are appointed by social security to manage SSI and/or social security benefits - nothing else. The Treasury Dept isn't interested in the fact that a person has a social security appointed payee for anything other than social security and/or SSI benefits.
If a person is going to be entitled to a stimulus check they will be getting the money directly. No one will be entitled to a stimulus check if they are a dependent on anyone else's federal income tax return.
SSI (supplemental security income) isn't social security. SSI is a federal welfare program paid for by general tax revenues. Only social security benefits are paid for by the social security trust fund.
People who filed income tax returns and have direct deposit will be getting their stimulus checks first. I would imagine someone getting a social security benefit and especially if they use direct deposit (not the card) will be getting their stimulus checks long before SSI recipients get theirs. It might even be possible that people who get SSI will need to go to irs.gov to provide data for the IRS to use but I really haven't read anything addressing SSI. Perhaps the instructions pertaining to social security beneficiaries includes those who get SSI but it isn't clear.
NOTE: Just checked my checking account online - got the stimulus check either late April 14th or early April 15th. I filed federal income tax return with direct deposit data for tax refund.
I was a SS claims rep for 32 yrs.

Those on SSI with direct deposit will have the money deposited in the account between April 15th and April 29th. That is according to the Department of Treasury.
