How can a blocked number still call you if it's blocked? Are these scammers?

My mother keeps getting calls from the same 2 numbers every day (or just about), and she blocked both. One of them somehow got around the block, which she and I both understand. We believe it's scammers trying to call her and take her money, which she will not fall for. She doesn't want to report them, but I do. Can we file a harassment claim against those numbers, or is it best to just report them to the FTC?

I'm just sick and tired of scammers. They are honestly the lowest of the low of the human race. They sit there and say "This is the only job I can do", but I'm sure there are other jobs they can do other than scamming. I hope phone companies will be able to stop these calls from happening, because if they don't, then we're all screwed.

I will not disclose the numbers because, even though I love watching other scambaiters, I want to try it for myself. Also, I don't think this platform allows you to post numbers on here.

Update 04/25/2020: They finally left a voicemail yesterday, and it turns out it was just a Credit Card company who's been calling her repeatedly. They've also been changing their number by one digit. She's been paying them on time each month, so I don't understand why they would be calling her. Not scammers after all.

    There are apps that can actually hide the original phone number from view.   Reporting them doesn't do anything since you don't have the original phone number.  Simply don't answer the call from numbers you don't recognize.   That's what I do.

    You need a whistle, blow that down the phone and you will damage their ears.

    If you answer the phone and ask who they are, then tell them to put you on their Do Not Call list, you'll be able to report them if they keep calling.

    Scammers change their phone number everyday.
