English grammar preposition "by"?

The following phrase is found in English paper.

By 1978, Mohamed Ali  had become the first boxer to win three heavyweight' championships.My question is that "by 1978 means no later than 1978? Is this usage of "by" correct in English grammar?

    Yes, it's correct. In this case "by" is "indicating the period in which something happens". (Oxford English Dictionary)

    It is the correct usage of the word. But in the sentence the word as a different meaning then "no later than." In that sentence in means "when 1978 came...."
