Where do I click on my Mac to do this?

Earlier, I asked how to stop webpages from reloading to the point that the screen said "this page has bene reloaded several times due to error" instead of the actual screen content. I was told: "Select Menu > Internet Options.

Go to Security and make sure the right zone is selected (Internet is the default).

Click on the "custom level" button.

Scroll down until you find "Allow Meta Refresh" under Miscellaneous.

Set the option to "disable" (default is enable).

Click ok." Where is "Menu" and all that?

    A couple of things. Was this happening on all websites or just one? Also, was it the actual browser saying this, or does it the title of the prompt say something like “This page says...”? If it was not the browser giving this message then it is probably a scam/malware site.
