No. A COVID-19 vaccine is a hypothetical vaccine against coronavirus disease 2019 (COVID‑19). Although no vaccine has completed clinical trials, there are multiple attempts in progress to develop such a vaccine. In February 2020, the World Health Organization (WHO) said it did not expect a vaccine against severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), the causative virus, to become available in less than 18 months.

No, not for the public.  Need to do safety testing and effectiveness testing.

Yes there could be a vaccine, however, will the virus mutate before the vaccine can be made?  That is a problem.  A vaccine was made for Sars, but it was too late.  COVID 19 is like Sars, but the vaccine for sars does not work on this verision of a corona virus.    Remember the corona virus on the west coast of us came from china, the virus on the east coast came from china, through Europe, then to the US.  Similar amount of dammage to humans, but the genetic code is slightly different between the strains.  So will it mutate in a year, most likely.  Will the vaccine take a year to create, absolutely.
