Revolts took place in 1963 (over the City Council) and in 1967 (over high school cheerleader selection) in what South Texas town?

Crystal City, and the 1963 'revolt' was NOT over city council. It started with a labor dispute between the Teamsters Union that represented Mexican-American workers at a Del Monte cannery, who were being paid poorly and forced to work long hours in an effort to keep them from going to vote. At the time, a poll tax was in place, since made illegal, and most workers couldn't afford to pay it and were not voting. And those in charge liked it that way.
