I'd give her around $20, wish her luck, and tell her to ask other people as well.

If you are prepared to write it off as a bad debt you can give or else say no I am sorry I do not lend money to an unknown person. 

I would tell her I am broke, and then I would go my own way. People asked me, for money before, and that's the response that I give then I go my own way.

Shake my head and keep walking. Don't engage in the conversation.
