What to do when can’t put but on screw? Closed space/no way to put nut on?

I am screwing/bolting a metal rack to my metal bumper but once the screw/bolt is screwed in I will have no access to the bottom part of bolt to put on but because bumper is fully encased/no opening to get wrench or anything in. Id rather not saw off piece of bumper etc. is there a sealant that will work instead of a nut to secure screw in place? Or any other solutions? Thank you

    Tap the hole, screw in the bolt with Loctite on its threads.

    Why can't you drill a hole from the bottom ?

    Install with pop rivets or remove bumper completely, install rack and reinstall bumper.
