Due to the recent pandemic, everyone is required to wear a mask. Before telling anything to my boss, I will remind my co-worker first that wearing of mask is required. He/She might forgot to wear it. If he/she still doesn't consider my reminder, then that's the time I will tell my boss.

No, I'd tell the boss he's an idiot for requiring a mask in the month of May.

Did you tell him about the possible civil lawsuit against the company if he is injured? I suggest that you warn him that you will tell the boss and he could be suspended from the company. If he still refused then you complain to the boss.

Inasmuch as I am in Risk Management and the mask requirement is in place to avoid risk, I would not be doing my job if I did not say something about it.

However, I would not tell my boss; I would confront that person directly.

P.S.  What does this have to do with Honolulu?

Yes.  I'm the security site supervisor, following safety protocols and enforcing site rules is literally my entire job.
