Magic mouse not connecting to mac?

I've been trying to downgrade from Catalina back to Mojave so that I still have access to 32 bit games. Long story short I ended up in recovery mode and my magic mouse which I previously had no problem with just won't connect to my Mac. My keyboard still connects but I can't get very far into starting up my computer without having to click on something. I have no idea what to do.
