Windows stuck on reboot loop during reformat?
The following link below is the process I followed to reformat windows 10. I've done this before on the same laptop with a successful reformat, but this time I'm experiencing a problem when reformatting. Note I opted to wipe all files and do a full clean.

First identify what button that you need to push in order to get to your boot menu that's usually f12 or escape sometimes it can be f9 you may need to look in your bios by pushing f2 to make sure that your boot menu is enabled. Now on some other computer make for yourself a Windows 10 installer on an 8 gig flash drive completely turn off your computer hold the button in a full 40 seconds to make sure that it's totally shut down put the USB stick into the slot turn on your computer tap f12 or whatever happens to be the boot key and when the boot menu comes up use your arrows to select the USB installer stick and hit enter
Click install now click custom install and when you see all of those partitions in front of you delete every one of them. Now click the word new. Wait till it creates your new partitions which is just a minute or so and then click install. it will reinstall a brand new copy of Windows 10 usually in about 10 to 15 minutes way faster then using the Windows 10 recovery that's built into your computer which doesn't work half the time
