Is the UK Government institutionally racist?

First we have many of Johnson's racist comments over the years (google them). Then we have him appointing Murina Mirza to head up a commission into institutionalised racism in UK when she has repeatedly stated it does not exist and is just a 'perception' in the minds of a minority of BAME people.

Now it has emerged that Home Secretary Pritti Patel is friends with Philip Smith, a failed Tory local election candidate who helped organise last weekends counter protests by extremist white wing EDL, Britain First and the stupidly named Democratic Football Lads Alliance.

How can the government launch an enquiry into institutionalised racism when it is rotten with it from the very top to it's supporters.
