but mainly because he won't be re-elected.
Only complete fools not living in reality, still believe he even WANTS a second term.

Black unemployment reached a low of 5.5% in September of 2019. Full Employment is defined by the Federal Government as an unemployment rate of less than 3.0%
Not even white unemployment reached that number.
Also, please note the date. That was more than three months before Covid did anything. By the time that happened, black unemployment was already back up above 6.0% (while white unemployment was still down around 3.1%)
Considering that black unemployment was already down to 7.5% when he took office, while now it's almost 17%, I don't think it's likely he would do much for it at all.
