can black people solve their own problems in their neighborhood if so how much,?

Not really. They ("in their neighborhood" - ... NOT across the whole black population) seem to be lacking the education, willpower, qualified leadership, and finances. Crime and drugs are also negatives.  Each person / family CAN TRY to improve their own lives ... and a few will succeed.

Try the Social Sciences category . This section (social Science) has lots of participants very knowledgeable in this subject. On the math category slugger you would not have much luck. You will strike out. Good Luck.
