Why is it illegal in the USA for the government to force parents to protect their kids, while here in Canada I was told to do so?

    Yes, the charge in that case would be negligence.

    Canada and the US are two different nations with many laws that differ from one another.

    NOPE!   There are even old real Tv shows like "Adam 12" where the child was removed from the parent(s) because they refused to be responcable.
