Can you use sim cards when needed?

I am based in France ( not French) and have always had a contract with a mobile outlet.

Due to unfair pricing, have stopped using them. Have wifi still, which is why I am can use internet.

I only go out once in a while ( have severe social anxiety), but at those times, I have no internet connection, due to not having a sim card.

Can I purchase one without engagement and use when needed?

    Yes, if you get a "Prepay" / Pay-as-you-go one.

    If the phone is locked to a service provider, the SIM must be for the same one.

    If you have had the phone unlocked, any SIM should work.

    Look at the payment requirements carefully; some only hold the amount you put on for 30 days, some allow it to "roll over" for rather longer. 

    You typically need to use the phone at least once a month, to keep the SIM active.
