Past participles are also adjectives.  That's what turning something into a past participle does to a verb.  It doesn't imply temporality, just passivity.  But I agree that's a potential problem.  You could also say "cisgendered" though.

no, "transgendered" does not refer to what they ARE, but what they have BECOME. you are not a transgender from birth, as your gender is something you choose. you become "transgendered" when you choose your gender (or lack thereof).

American English is a lot more 'free-form' than UK English.  We are famous for using verbs as nouns, nouns as verbs, and both as adjectives.

Years ago, a 'new age' character in a movie said 'We have to dialog.'  That got a big laugh!  Today we use 'dialog' as a verb all the time!

'Transgender' is a new word altogether.  And normally as soon as people HEAR a new word they begin using it wrong.  To me, the adjective form is 'transgendered'.  'He is transgendered'.
