My neighbor was so drunk that he started to ask me out ?

So I saw him again and he didn't approach me anymore. While he was drunk he wanted to know a lot about me and I talked to him for a while and then said I had to go home. All he said, "oh so it's like that?" And he kept repeating himself. Did he remember that he was acting weird?

If I was you, I would avoid him. Somebody who says, 'oh so it's like that' is trying to manipulate you. He sounds untrustworthy, insecure, immature, alcoholic, and desperate. Tell him you prefer not to be around him when he has been drinking. Then say,'Yeah, it's like that mf'. He may also being doing heavy drugs. He is obviously having blackouts.

Stay away from him, drunk or sober.

He may not remember but obviously you do. It is  a mistake on your part to take anything a drunk person says to you seriously. If he was seriously interested in you then he probably would not have wanted you to see him like that. The fact that he didn't care shows that he doesn't care what you think of him. That should be a huge red flag to you, in my opinion.
