    He wants attention and to be petted and touched. He knows what your hand does and he is telling you that he knows what it does and for you to do it.

    It may differ dog to dog, but when my Whippet does this, it means she's after my attention.   She tends to do this when on the soft, towering over me on my chair.  Hum.
