First you need about 6 to 8 hours of sunshine on your balcony to grow most plants. If you don't have that kind of sun then you should consider shade tolerant plants like ivy, impatients or ferns.

Cherry tomato, like Sweet 100.
Miniature rose, easy to grow, blooms repeatedly.
Small evergreen or fern for constant greenery.
Any group of your favorite small herbs, particularly basil for cooking.
