Many flattering styles of clothes have low cut fronts.   I was looking for clothes for a dog show and had a hard time finding something decent, somewhat flattering that also wasnt too revealing.

Maybe she just LIKES how she looks...  And is dressing that way FOR HERSELF.   Just because a woman dresses a particular way, does not mean she's doing it for anyone.   Maybe it makes her feel prettier or more feminine.
