I can't get a good enough answer, and I have no computer books so could someone tell what the control panel in a computer is?

On a PC with pretty much any version of windows, the control panel is basically a space where you will find all the tools that control the basic settings. You can adjust settings for things like printers, external hardware, visual display, audio, internet connection, privacy, storage, and much more. Different versions of windows have different ways to access the control panel. Just don’t change any settings if you don’t understand exactly what they are.
