I tend to believe so, yes.

It depends on their luck, what I mean by luck is being in the right place at the right time, it is a fact that pretty women exceptionally have more lovers, but some women who were *naturally* born pretty can be unlucky. Looks depends on genes, but some women who were born average looking can have strong desires to improve their looks tbh. With all of the cosmetics, beauty centers, and beauty industries, ugly women can definitely look much more beautiful, especially when they wear clothes that increase their attractiveness too. However, some women who were BORN cute can look uglier because they got depression, and then they eat a lot, become fatter and get MUCH lazier, and they don't have any desire to take care of their appearance at all because they believe that they are unworthy of love, and thus will be unlucky in love and have failed relationships, so they become an underdog, or in another word *loser*. So, a girl who was naturally a 5 on the beauty scale can improve themselves to look 9, while a girl who is naturally a 7 on the beauty scale can get worse looking and become a 5 on the beauty scale. Have you noticed that some women who did botox injection or plastic surgery get much better looking, while the other women who did the same things get uglier instead or look weirder??
