I'm 21 and my dad won't let me date. I live at home so that's basically the only reason why I have to obey, but come on. Is this normal?

Besides I’m 28 and my dad has abandoned me and mom for a woman in Africa. My mom and him are not on good terms. One day though she sent a picture of a guy I liked to my dads phone. My dad actually almost sent my mom money for me to live in Dakar, Africa just to not date the guy I liked.
