Can you step on peonies in winter when they died down?

Update:

Ok thanks. It’s just that that the bulb stems poke out of the ground about an inch.

    The dormant buds are well below the ground, so it is safe to tread on them. However, you still shouldn't tread on them too often, as the resultant soil compaction is not good for them.
