They are generally usable on Windows XP, Vista, Windows 7, 8, or 10 (32-bit and 64-bit).

Bluetooth 4.x and 5.x are for low speed data connections like remote control type functions, or a wireless alternative to RS232 serial cables and suchlike.
They can be used from within Windows 7 (or just about any version of any OS) if used with a suitable program/app or communications tool.
They are intended to use very little power, for devices that may run for weeks or years on a small battery.
Bluetooth 3 is the highest version used for such as audio transfer, headphones/headsets etc.
