More than likely Harris would run for President and a new VP candidate would be chosen before the election or after inauguration. I don't think there is any Constitutional rule about this.

A mini convention of sorts where the party's powers that be meet and pick another one. Kamala might be part of it, and might not. Hillary might get put back up. But there would be an Official Democrat Challenger. Might not appear on the ballot, but they would get it understood that a vote for Biden means a vote for the generic Democrat.
