So I was wondering what are 070 UK personal numbers for?
And if one calls you does that mean they are in the UK or could it be your neighbor next door to you in the US? Because from my understanding a lot of phone numbers nowadays are virtual and you have Voip too. I'm located in the US.

It's not a premium rate number as the other answer says, the charges to phone an 070 number were lowered after many complaints. It's a number that can be purchased by an individual or a company when they want to give out just one number and divert it to different numbers which they can change at will, so cuts out having to give numbers out all the time when they change.

070 numbers are usually charged at a premium rate, but usually are used for “follow me” services where someone can use a single number to be contacted on any mobile or landline phone.
The call following is seamless and often gets sent via VOIP, so the person you’re calling could be anywhere on Earth.
