    The President did NOT want to investigate.  He wanted an announcement on television of an investigation, instead of an actual investigation.  If Biden was guilty, then the President should have been impeached, for protecting Biden by not allowing Ukraine to conduct the investigation in a less public way that would have some possibility of success.
