Aluminum sulfate vs aluminum sulfate hydrate?
What is the difference, or are they synonymous?

No, they are different.
Aluminum sulfate contains no water.
Aluminum sulfate hydrate contains water in the crystal structure.
When dealing with these compounds in stoichiometry, the only time the difference matters is when calculating the molar mass. You include the correct number of water molecules (18) when using the hydrate, and you omit them for the anhydrous salt.
