Nexus 6P - Is there some kind of core control to disable cores at will?

Is there like some kind of application (rooted or not) that allows for core control within Android itself

(or custom rom or modified android).

Normally all 8 cores are active for some reason always. I would like to disable the BIG cores, but enable it manually for some applications. Or enable it when I need it when browser is under load.

    No, it's not something that is opened up to the end-user or even app creators.  The "big" cores are mostly in an idle state when not in use and so use almost no power any way
