Scientists use radio collars to track polar bear movements. The collar sends signals via satellite that are used to plot the bear's path. They don’t spray paint numbers on the fur.

Sometimes it does. In the case of this bear, it provides a means of identifying the bear from a distance, without having to trap it again.

Not spray paint. It's a non-toxic marking done by scientists for tracking the bear. He was in the garbage dump. He was marked and removed. The marking was to see if he came back.
The marking dissolves in 2 weeks.
Alarmists claimed it was graffiti.
