if an officer isnt working (has his day off) and not in uniform can he still arrest someone?

    Yes he or she can arrest people when he or she is off duty and off duty police are frequently armed with a legal concealed weapon.

    Yes.  My policing powers don't end when I take off my uniform.

    Yes because he probably still has his badge on him and might even have his gun.
