mp3 question...?

In this file from a MP4, there are loud sounds on and off like sirens. How can u lower the wave in the sound or any other free sound editor. I know that the light blue waves are is the sound of the Video file. So can u even out the ups and down in the light color waves.

Update:

It's not that really, its in places where the sound gets louder then the rest of the audio.

    first of all, mp3 and mp4 are 2 different formats.

    secondly, you cannot remove one soind from a bunch of audio.

    but you can remove one FREQUENCY using the graphic equalizer.

    keep in mind, doing this may take some time, and you may end up removing more than just sirens...
