MP4 video problem.?
I have dvds and downloaded MP4 of t.v shows and movied from DVD and Online. I got them all on MP4 and set up on a portable hard drive that i keep connected to the media player on the tv.
Let me start over. The film don't move smoothly like u see on tv or dvds, it moves like when u start to slow down a video and how it starts moving little slow, not smooth streaming but like slowing it down a bite.
Most of all my video stream smoothly but there are times when coming across one that moves a little less.
Example, on youtube videos you have quality and playback speed. Some of my videos is like that. u just turn down the playback speed just like that but the audio is still great.

One of a few things may be happening.
The file size may be too big for the TV (especially when you don't have a smart TV). Try downloading a 720p version of the movie and see if it runs better.
The MP4 files you have are not fully compatible with your TV (especially when your TV is old). Converting the MP4 file to another file format or sub-format might do the trick. See Handbrake (free).
The TV is having difficulty reading the large portable hard drive (I experience this with my old non-smart TVs). Try using a smaller USB drive instead (32GB at most).

The most likely reasons are that the hard drive is not fast enough or is badly fragmented, or the video resolution is too high for the TV video decoder to handle at full speed.
If it is literally a mechanical hard drive, that may need more power than the TV USB port can provide and be struggling or resetting itself.
Try copying one file that does not play smoothly from that to a USB flash flash drive & see if it plays OK from there?
If it does, it's a problem with the hard drive. If not, it's a limitation of the TV.
