How to make free domestic phone calls without a SIM card installed?

There are 2 phones. One has a SIM card with a major cellular provider. The other has no SIM card. With the SIM phone's hotspot and the non SIM phone connected to it, and wifi calling is enabled with the SIM phone, is it possible to make phone calls with the non SIM phone aside from 911? 

FYI, the non SIM is an android phone and the SIM is an iPhone.

    With what you describe, yes and no. A cell phone can not make a wifi phone call and have a wifi hotspot on at the same time. The SIM phone does not need wifi calling on and will default (unless the settings are set otherwise) to regular cellular call.  The non-SIM phone would need wifi calling enabled. If that is the case, it could work.
