hurricanes ?

why are hurricanes forming and why does it come to Lousiana a whole lot during hurricane season like southwest Louisiana and southeast where I live in texas cause we had laura and delta which was a nightmare.

    Hurricanes start when warm, moist air from the ocean surface begins to rise rapidly, where it encounters cooler air that causes the warm water vapor to condense and to form storm clouds and drops of rain.

    apparently they form whenever the seawater is too warm, as in over 27 degrees celsius
