Is there a fasces symbol on the flag?

This is the original image. Can you give an answer based on this picture?

We can't even see that flag in its entirety. We don't know which flag that is.

The "fasces" symbol is very ancient and was, of course, used under Mussolini in Italy, but I can't tell from that picture whether it is depicted on that flag.

Find a better picture.

Edit: Sorry, still can't tell. It doesn't look like any of the flags associated with Fascism in Italy, but that picture was obviously taken many decades later, so it could be a later design.  No way to know from that.

I don't see one, but that's a pretty crappy picture, so crappy I can't even tell it's a flag, much less tell what's on it.
