Can the police arrest me if the pull me over driving a car that’s not mine but borrowed ?

And has no insurance, tags or registration

    Yes they can, period. A summons is in lieu of arrest. Police are not required to issue you a summons. They can arrest you for any traffic infraction. Including the ones you've listed. Since you are in possession of the vehicle. You are responsible.

    Yes.  You are the driver.  You are responsible for making sure all that is in order before you operate the vehicle.
