    The lion.

Lions are the embodiment of morality and goodness, and would never dream of, say, making completely unfounded accusations.

    In Western thought

    - someone on their knees praying (classical "prayer" position)

    - halo

There are probably others that just aren't floating at the top of my head at the moment.

The lily is a symbol of purity in Christian iconography - many paintings and statues of saints will show them holding a lily.

    Heart, I would say.

Scales are much more a symbol of justice.

    Judging guilt, fairly.

Morality is so much more subjective

    than law enforcement

    and not necessarily about judgement

that I cannot come up with a good symbol for it.

The International Social Movement “THE MORALITY MOVEMENT” has chosen the white-and-blue ribbon as its symbol. The colors of the ribbon have a symbolic meaning.
