Medium ruled (or College ruled) paper has 9⁄32 in (7.1 mm) spacing between horizontal lines, with a vertical margin drawn about 1 1⁄4 inches (32 mm) from the left-hand edge of the page. Next you need to convert inches to points which is the numbers used to set the row height in excel. 72 points is equal to 1 inch so, 9⁄32 x 72 = 20.25.
20.25 is the setting for row height.
