    military justice with civilian laws

That phrase CAN'T have a legitimate meaning.

In my time, there were several high profile cases, where  crimes committed were so heinous,  the local people DEMANDED  local law and punishment be served by them,  NOT the Military.

And even with as much press as these cases got, and the embarrassment, and even resignation of one admiral, after he made some truly offensive comments on the matter...........

the fact remains,  part of any overseas base is an Armed Forces Agreement the country signs and agrees to, that says,  WE get to try and convict our own people under Military law.

So what usually happens is,  they pay a lot of lip service to the locals,  often some good will gesture.......and then quietly court martial the offenders, and ship them off to Leavenworth if need be.....or just simply give them the Big Chicken Dinner and kick them out.......after all the furor has died down.

Had they actually been sent to a Japanese prison, they probably would be been beaten or tortured to death for what they did.
