How do I install OptiFine 1.16.3?

It used to be an installable, but now it is a .rar and idk where or how I should install it.

    a RAR is an Archive and similar to a ZIP. You have to Unpack the RAR to Extract the installaation files. WinZip can unpack RAR files and I am sure lots of other Archive creation software can also do the same.
